In the welcome address of the workshop, Honorable Justice Mr. Arvind Singh Chandel, Chairman, Juvenile Justice Cell of Chhattisgarh High Court, said that children can violate the law for various reasons. Evidence shows that most of these children come from disadvantaged backgrounds and are also children in need of care and protection. It calls for a focus on preventive, rehabilitative and restorative justice practices, and to ensure linkages between the justice and protection provisions of the Juvenile Justice Act, along with the special protections offered to children by international and national legal frameworks.
