Preparation of action on vehicles running without documents

The Chhattisgarh government is now preparing to crack down on vehicles running without fitness, tax and without documents. Preparations have now been completed to start ANPR e-detection system in various routes of the state, so that vehicles without fitness and without tax will be automatically challaned when they pass through the roads. Now it will be inaugurated.
Transport facilities are being implemented smoothly in the state as per the intention of Chief Minister Mr. Bhupesh Baghel and under the efficient guidance of Transport Minister Mr. Mohammad Akbar. The Chief Minister had given instructions to take action to reduce road accidents in the state by looking at the figures of deaths due to road accidents. One of the main reasons for road accidents is heavy vehicles running without fitness. In order to reduce road accidents caused by unfit vehicles, ANPR cameras are being installed on various routes in the state on the initiative of the Transport Department, which will detect vehicles running without fitness and tax and will take automatic challan action.
According to the information received from the Transport Department, in order to detect such vehicles plying on different routes in Chhattisgarh, in the first phase, ANPR cameras have been installed at 09 places, which are connected to the vehicle software and e-detection system of the Transport Department.

In the first phase, ANPR e-detection system has been started in these places –

Mahasamund Basna Padampur Road, Saraipali Saranggarh Road, Jairam Nagar Masturi Road, Raipur Abhanpur Bharengabhata, Pathal Gaon Ambikapur Road, Dongargarh Rajnandgaon Road, Raigarh Tenduvabhata, Raigarh Sariya, Nagari Road. After this, the process of collecting data from mining and industrial areas with the help of ANPR cameras has also been started and soon the records of vehicles passing through these places will also be received by the transport department through ANPR system.
In this system, the information of vehicles will be obtained through Automatic Number Plate Recognition (ANPR) cameras and photographs will be taken when a vehicle passes through the road. The record of the vehicle not having the legally required valid documents will be retrieved from the database of the vehicle and automatically challaned by the e-Detection portal. The challan will be sent to the vehicle owner’s mobile via SMS and until the challan is paid by the vehicle owner, all work related to that vehicle will be restricted in all RTOs.

Transport Secretary Mr. S. Prakash has appealed to the vehicle owners to get all the necessary documents of the vehicle up-to-date before driving the vehicle on the road. Completion of all the documents is necessary for the safety of self and all other people walking on the road.
Transport Commissioner Dipanshu Kabra has appealed to vehicle owners to keep vehicle documents up-to-date to avoid penalty of fitness, tax, insurance and PUC.

Following the recommendation of the Supreme Court Committee on Road Safety (SCCORS), the government has taken a policy decision to implement e-detection. Recently, Sanjay Mittal, Secretary, Supreme Court Committee had visited some districts and reviewed the corrective measures initiated to reduce road accidents in the state. He had given instructions to curb the vehicles running without fitness and insurance.

It is to be known that to drive a vehicle on the road, it is mandatory to have valid documents like tax clearance, registration certificate, fitness certificate, permit (if transport vehicle), insurance and pollution control certificate (PUCC) for all vehicles and Driving license is mandatory for all vehicle drivers. Personal vehicles do not require fitness and permits.

As per the sample data, it is observed that many vehicles are plying without valid documents. Especially heavy goods vehicles in which fitness is mandatory, such vehicles are also found without fitness and without tax. Such vehicles increase the chances of road accidents and also create problems in insurance claims.
