Raipur: State government buys paddy of farmers, takes loan and pays

The central government does not give any grant, aid or loan for the purchase of paddy.

Talking to reporters, Forest and Transport Minister Mohammad Akbar said that paddy procurement is a very important scheme for the state government. Under the leadership of Chief Minister Mr. Bhupesh Baghel, the state government purchases paddy from the registered farmers of the state and makes payments by taking loans from banks. No grant, aid or loan is given by the central government for the purchase of paddy. There is a system of paddy procurement, the state government procures paddy from farmers, then after custom milling, rice is deposited in the central pool. After that payment is made at the rate fixed by the central government in lieu of the deposited rice. In the year 2023-24, 125 lakh metric tonnes of paddy is estimated to be procured. He informed that so far paddy was being procured from the farmers at the rate of 15 quintals per acre, which the state government has decided to increase to 20 quintals per acre.
    Minister Mr. Akbar told about the purchase of paddy on support price that the purchase of paddy is the biggest scheme of the state government. The state government takes a loan of 20 to 25 thousand crore rupees every year for the purchase of paddy. This loan is taken from banks and NABARD etc. through Chhattisgarh State Cooperative Marketing Federation (Markfed). No assistance is given by the Central Government to the Government of Chhattisgarh for the purchase of paddy, nor is any grant or loan given. Loans from banks and NABARD are given on the guarantee of the state government. Chhattisgarh is such a state in the whole country, where since the formation of our government, along with the purchase of paddy from the farmers at the support price, additional amount is provided as compensation under the Rajiv Gandhi Kisan Nyay Yojana. In this way farmers are getting Rs.2500 per quintal for paddy.

    Giving information about paddy procurement on behalf of the state government, Minister Mohammad Akbar said that the life of the farmers of Chhattisgarh is becoming prosperous due to the policies and decisions of the state government. Fulfilling the promise we had made to the farmers of Rs. 2500 per quintal of paddy, the state government is providing the amount to the farmers as per its promise. Apart from the support price, farmers selling paddy in cooperative societies are being provided Rs 9000 per acre in 04 installments. In the form of the first installment to the farmers, former Prime Minister Late. Rajiv Gandhi’s death anniversary May 21, Second installment on his birth anniversary 20 August and third installment on Chhattisgarh state foundation day 01 November and fourth installment amount of Kisan Nyay Yojana is provided to the farmers on 31 March, the date of end of the financial year. He informed that in the year 2022-23, the farmers selling paddy on the support price have been paid at the rate of Rs. 2640 per quintal including the amount of Rajiv Gandhi Kisan Nyay Yojana.
Farmers are paid through societies
    Minister Mr. Mohammad Akbar informed that the state government has increased the number of service cooperative societies from 1333 to 2058 for the convenience of paddy producing farmers. The check for the amount of paddy is given to the farmers selling paddy through cooperative societies under the cooperative department of Chhattisgarh government. Registration of farmers selling paddy is done in Chhattisgarh Integrated Farmer Portal of Chhattisgarh Government.
Farmers are happy, the purchase of paddy is continuously increasing
Minister Mr. Mohammad Akbar said that as a result of the encouragement being given by the state government to paddy producing farmers, the number of registered farmers selling paddy and the area under paddy is continuously increasing. The quantity of paddy sold by the farmers is also increasing continuously. He informed that the number of registered farmers selling paddy has increased from 18.96 lakh to 29.97 lakh. The area under paddy has increased from 24 lakh hectare to 32 lakh. He informed that 92 lakh metric tonnes of paddy was procured in the year 2021-22 and 107 lakh metric tonnes in the year 2022-23. In the year 2023-24, 125 lakh metric tonnes of paddy is estimated to be procured. Minister Mohammad Akbar said that so far paddy was being procured from the farmers at the rate of 15 quintals per acre, which the state government has decided to increase to 20 quintals per acre.
The state government pays the loan for the purchase of paddy 
    Minister Shri Akbar told that the paddy procured by the state government transports it and gets custom milling done through rice mills. The rice received after custom milling is deposited in the Food Corporation of India (FCI) as well as in the Civil Supplies Corporation. The state government which rice f. The C.I. deposits in the Supply Corporation, the same payment is received from the Central Government. No amount is received from the central government to buy paddy. Similarly, the loan amount taken by the state government from banks and other institutions while purchasing paddy, its principal and interest amount is also deposited by the state government itself. Minister Mr. Mohammad Akbar said that in the year 2022-23, the state government had taken a total loan of Rs 19,209 crore for the purchase of paddy, in which NCDC. 8500 cr from NABARD, 4000 cr from NABARD, 1599 cr from Indian Bank, 1110 cr from Punjab National Bank,
