Chief Minister Mr. Baghel gave instructions for quick and effective implementation of the guidelines

On the instructions of the Chief Minister Mr. Bhupesh Baghel, the General Administration Department has decided to prepare income and caste certificates keeping in mind the inconvenience being faced by the general public in obtaining income and caste certificates due to patwaris not coming back from the Patwari strike. Temporary guidelines in this regard have been circulated.  

It is mentioned in the order that even after the implementation of the Chhattisgarh Essential Services Maintenance and Disruption Act, 1979, some Patwaris have not come back from the strike, due to which the general public is facing inconvenience in obtaining income and caste certificates. Since, at present, income and caste certificates are important documents for recruitment in government services and admission in educational institutions, temporary instructions have been circulated regarding the preparation of income and caste certificates till further orders. Land records, misal, records, census records, filing rejected register, required for caste certificate A copy of Jamabandi and Khasra in which the caste of the applicant and any member of his family is mentioned is generally required. All the above documents are available in the archives of the district office and also on the departmental online portal of other departments. Therefore, it would be appropriate that without forcing the applicants to obtain such documents from Patwari, advance action should be taken on the basis of the documents obtained by them online or from the district record room.

According to Rule 3 of the Chhattisgarh Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Certification of Social Status) Rules, 2013, there are instructions to obtain genealogy from the applicant. If this genealogy is corroborated by the records, then it is not even required, however, if necessary, caste certificate should be issued to the applicants accepting such genealogy on the basis of the proposal of Gram Panchayat Secretary or Gram Panchayat.

Similarly, income tax return of the last financial year can be taken by the salaried person in the desired documents for income certificate or income certificate can be issued validating the annual income information issued by his employer. Sarpanch / Panchayat, if necessary, for income certificate to agricultural laborers, small farmers in rural areas, if their name is in the list of living below poverty line or having such ration card or MNREGA job card or laborer’s card Income certificate should be issued to the applicants on the basis of these documents after obtaining the certificate for the support of income from the secretary/councillor.

It has been clarified in the order that such documents should not be demanded from the applicants for these certificates, for which the applicant has to depend on the report of the Patwari. Chief Minister Mr. Bhupesh Baghel has given instructions to ensure that the above instructions are strictly followed. This instruction will be effective till further orders.
