Raipur, 19 May 2020. Chief Minister Mr. Bhupesh Baghel has said that the state government will work in mission mode to provide clean drinking water by the year 2024 through every household tap in rural areas of Chhattisgarh. An action plan has been prepared for this. Mr. Baghel gave this information in a video conference held today with Union Water Power Minister Mr. Gajendra Singh Shekhawat. In the conference, Union Minister Shri Shekhawat discussed about the implementation of Jal Jeevan Mission (Har Ghar Nal-Gramin) in Chhattisgarh. Mr. Baghel said that the state and central government will together complete this mission within the time-limit. The Union Minister Shri Shekhawat assured the State Government of all possible cooperation for the implementation of this mission.
Agriculture and Water Resources Minister of Chhattisgarh Shri Ravindra Choubey, Public Health Engineering Minister Guru Rudrakumar, Additional Chief Secretary Shri Subrata Sahu, Secretary of Water Resources and Public Health Engineering Department, Mr. Avinash Champawat were also present on the occasion. It is noteworthy that Prime Minister Shri Narendra Modi announced the Water Life Mission on 15 August 2019. Under this, a target has been set to provide clean drinking water through every household tap in rural areas by the year 2024. In this mission, there is a provision to provide 55 liters per person per day clean water through pipelines in every house in rural areas.
Chief Minister Shri Baghel told the Union Minister Shri Shekhawat during the discussion that keeping in view the special circumstances of Chhattisgarh, the contribution of the Central Government for water life mission should be increased from 50 percent to 75 percent and the share of the state should be kept at 25 percent . Presently, there is a provision of giving 50 percent of the amount in this mission by the central government and 50 percent by the state government. The Chief Minister said that the population of Chhattisgarh is in ideal condition but Chhattisgarh is the ninth largest state in the country. Chhattisgarh is a tribal state, with a large area of forests and a sparse population. Many villages in Bastar and Surguja of Chhattisgarh are spread over an area of several square kilometers. Therefore, every house will have to spend more amount to deliver drinking water through pipelines.
The Chief Minister said that there is not a large water body in tribal areas of the state, especially in Bastar. If every house has to be watered, then water will also have to be arranged for this. Referring to the ambitious’ Narva, Garuva, Ghuruva, Bari scheme of the state government, the Chief Minister said that under the Narva scheme, 30 thousand drains of the state will be revived. Presently work has been started for 1100 drains. For this, an action plan has been prepared scientifically using satellite maps. There will be no water shortage for water recharging, drinking water, irrigation and industrial activities through this scheme.
The Union Minister Shri Shekhawat assured to provide all possible support for the water life mission. He said that funds received from the Campa, MNREGA and the 15th Finance Commission will be utilized for the purpose of providing water to every household. He said that in villages where there is a provision of drinking water and drinking water for drinking water, the work of giving water to houses through pipelines can be started. It will also provide employment to the people.
Agriculture and Water Resources Minister Shri Ravindra Choubey said that arrangements will have to be made to bring water from irrigation reservoirs to villages in Bastar region. Bodhghat irrigation project of Bastar region has been sent to the Central Water Commission for approval. The scheme will irrigate Naxal-affected Bijapur, Dantewada and Sukma districts and will provide water for the Water Life Mission in these areas. Shri Choubey urged the Union Minister Shri Shekhawat to get the Bodhghat project approved soon and cooperate in resolving the water dispute between Chhattisgarh and Odisha. He gave information about Narva, Garuva, Ghuruwa, Bari scheme and told that water conservation and promotion works are being done through forest department, panchayat and rural department and water shed. Public Health Engineering Minister Guru Rudra Kumar said in the meeting that an action plan has been prepared for all the districts in the state for the Water Life Mission. There will be no shortage of resources for this mission. Under the Jal Jeevan Mission, the local community will have 10 percent participation in the expenditure on water supply through pipelines in the villages with the contribution of the central and state government. The amount will be deposited in the villages, the same amount will be given by the Central and State Government This amount will be used in the maintenance of the village’s tap water scheme.
It was informed at the meeting that in the rural areas of Chhattisgarh, water supply is being done in 11 percent of the houses so far. Through this mission, water will be supplied from pipe line to 100 per cent houses. 43 lakhs in rural areas in the state
