Chief Minister Mr. Bhupesh Baghel presented the budget for 2023-24 in the Chhattisgarh Legislative Assembly today. Major announcements made by Chief Minister Mr. Baghel in the budget –

• The Rajiv Gandhi Gramin Bhoomihin Krishi Mazdoor Nyay Yojana will be extended to the rural area as well as the Nagar Panchayat area this year.

• A new scheme will be started to give unemployment allowance to the educated unemployed. Class 12th pass 18 to 35 year old youth registered in Employment and Registration Center, whose family’s annual income will be less than 02 lakh 50 thousand, they will get Rs 2500 for a maximum period of 02 years. Unemployment allowance will be provided at the rate of per month. For this provision of 02 hundred 50 crores in the new item.

• The amount of monthly pension given under the Social Security Pension Scheme to destitute elderly, disabled and widow and abandoned women is Rs.350. 500 per month will be increased from Rs.

 • The amount of monthly honorarium given to Anganwadi workers working in 46 thousand 660 Anganwadi centers operating across the state for nutrition and vaccination of women and children is Rs 06 thousand 500. 10 thousand per month to Rs. Will be done every month. Honorarium of Anganwadi assistants Rs.03 thousand 250. 05 thousand per month will be increased from Rs.

• Honorarium of mini Anganwadi workers Rs.04 thousand 500. Increased from 07 thousand 500 to Rs. Will be done every month.

• 22 hundred rupees from the state head in addition to the incentive amount already given to the Mitanin sisters, who provide cooperation in the implementation of every big and small schemes of the health department, from the incentive for institutional delivery to pregnant women. Honorarium will be given at the rate of per month.

• Village Kotwars are given honorarium at different rates according to the size of service land. The amount of pre-existing honorarium has been increased from Rs.2250 to Rs.3000, from Rs.33075 to Rs.4050, from Rs.4500 to Rs.5500 and from Rs.4050 to Rs.6000 per month. Will go The amount of monthly honorarium of Rs 02 thousand being given to village Patel will be increased to Rs 03 thousand.

• Under the mid-day meal programme, the amount of honorarium being given to cooks who prepare mid-day meals in schools has been increased from Rs. 01 thousand 05 hundred to Rs. 01 thousand 08 hundred. Will be done every month. The honorarium of sanitation workers working in schools will also be increased from Rs 2500 to Rs 2800 per month.

• The honorarium of Home Guard jawans who provide assistance in maintaining law and order during state festivals, calamities and various administrative works will be increased from a minimum of Rs.06 thousand 300 to a maximum of Rs.06 thousand 420 per month.

• An honorarium of Rs.750 and Rs.500 will be given to the members of the steering committee of self-supporting Gothans. Only non-official members will be eligible for this honorarium.

• The amount of assistance given under Chief Minister Kanya Vivah Yojana will be increased from 25 thousand to 50 thousand. Provision of 38 crores in the budget for this.

• Priority will be given to the works of infrastructure development for the development of modern and high quality basic facilities in the urban areas of the state. Provision of 01 thousand crore for various urban infrastructure construction works in urban areas.

• On the lines of establishment of Mahatma Gandhi Rural Industrial Park, industrial parks will be established in urban areas as well. Provision of 50 crores for encouraging establishment of small scale and cottage industries in industrial parks.

• Proposal to start light metro service from Nava Raipur, Atal Nagar to Durg to provide easy, cheap and modern means of transportation to the people of the state.

• Swami Atmanand English Medium School Scheme has been started in the year 2020-21 with the aim of providing excellent education through English medium like public schools to the students admitted in government schools. At present, 02 lakh 38 thousand 961 students are studying in 247 English medium and 32 Hindi medium Swami Atmanand schools. Proposal to open 101 Naveen Swami Atmanand English medium schools this year. Provision of 08 hundred 70 crores for the scheme.

• New medical colleges will be established in Manendragarh, Gidam, Janjgir Champa and Kabirdham districts. 200 crore provision for this in the budget.

• A new thermal power station will be set up in Korba West. Provision of 25 crores for this in the budget.
economic condition

Chief Minister Mr. Bhupesh Baghel presented the details of the state’s economic condition before the House. According to the economic survey of the current year of the state, there is an advance estimate of 08 percent increase in the gross state domestic product of the current year as compared to the year 2021-22 at constant prices. Whereas in the same period, an increase of 07 percent in the Gross Domestic Product of the Government of India is estimated.

In the year 2022-23, at constant prices, the agriculture sector is estimated to grow at a rate of 5.93 percent in the state as compared to the estimated growth rate of 3.5 percent by the Government of India. At constant prices, the industrial sector is estimated to grow at a rate of 7.83 percent in the state as compared to the Government of India’s estimated growth rate of 4.1 percent. At constant prices, the services sector is expected to grow at a rate of 9.21 percent in the state as compared to the Government of India’s estimated growth rate of 9.1 percent. In this way, the growth rate of the state in all the three sectors, agriculture, industry and service, is estimated to be more than that of the center.

The State’s Gross Domestic Product at current prices is estimated to increase from 04 lakh 06 thousand 416 crore in the year 2021-22 to 04 lakh 57 thousand 608 crore in the year 2022-23, which is 12.60 percent more than the previous year.

As compared to Rs. 01 lakh 20 thousand 704 in the year 2021-22, the per capita income is estimated to be Rs. 01 lakh 33 thousand 898 in the year 2022-23, which is 10.93 percent more than the previous year.

In the state budget for the year 2022-23, a total provision of 44 thousand 573 crores was kept under the head of central taxes and central aid grants. In view of the Union Budget for the year 2023-24, a total amount of 49 thousand 800 crores is expected to be received from the Center in the state budget this year.

In the budget of the year 2022-23, a total receipt of Rs 44 thousand 500 crore was estimated from the state’s own tax and non-tax revenue. In the year 2023-24, it is estimated that 56 thousand 200 crores will be received from the revenue sources of the state. Thus, an increase of 11.73 percent in central receipts and 26.30 percent in state revenue receipts is estimated.

Agriculture and Farmers Welfare

The Chief Minister said in the budget that we have given the pride of being a “bowl of money” to the state of Chhattisgarh, which is famous as the “bowl of rice”. As compared to 57 lakh metric tonnes of paddy procured from 12 lakh farmers in Kharif 2017, 107 lakh metric tonnes of paddy has been procured from 23 lakh 42 thousand farmers in Kharif 2022. Thus, during the last 04 years, an increase of 11 lakh 42 thousand has been recorded in the number of farmers selling paddy and an increase of 50 lakh metric tonnes in the quantity of paddy procured.

For Kharif 2022, more than 34 lakh 06 thousand hectare area has been registered by 26 lakh 41 thousand farmers under the Rajiv Gandhi Kisan Nyay Yojana. There is a provision of 06 thousand 800 crores in the budget of the year 2023-24 for distribution of input assistance to these farmers.

Sugarcane producing farmers are also being paid incentive amount every year. There is a provision of 60 crores for this.

There is a provision for the construction of Agriculture and Farmers Welfare Building in Nava Raipur, Atal Nagar at a cost of 60 crores.

To ensure the availability of quality chemical and organic fertilizers to the farmers, a new fertilizer quality control laboratory will be established in Rajnandgaon and Raigarh districts. There is a provision to create additional setup for the laboratory located at Raipur.

There is a provision for setting up a new laboratory in Raipur for quality testing of chemical and organic pesticides. All these laboratories have been approved by NA. B.L. A separate budget has also been kept for affiliation.

Center of Excellence will be set up at Nava Raipur, Atal Nagar to demonstrate modern techniques related to horticulture. For this, there is a provision of 02 crore 51 lakh in the new head.

There is a provision of 02 crore 50 lakh in the new head for the establishment and construction of a betel research center in high-tech nursery and chhuikhadan to provide quality seedlings of horticulture crops to the farmers in development block headquarters Gandai.

There is a provision of 01 crore 57 lakh in the new item for the establishment of government seed multiplication farm in Rajpur development block Dhamdha.

A new laboratory will be set up in Raipur for Seed Law enforcement.

Establishment of Deputy Director, Agriculture Office in 05 new districts and Sub-Divisional Officer, Agriculture Office will be established in Dantewada, Narayanpur, Sukma, Durg and Mungeli.
