Raipur: Decisions of the Council of Ministers meeting

A meeting of the Council of Ministers was held under the chairmanship of Chief Minister Mr. Bhupesh Baghel at his residence office here today. The following important decisions were taken in the meeting:-

Master stroke of Chief Minister Bhupesh Baghel regarding the old pension scheme :-

   Today, in the cabinet meeting, it was decided to give the benefit of the old pension scheme even after the central government’s refusal to refund the amount of NPS to the officers and employees of the state.

      Under which the government servants will be considered as members of the Chhattisgarh General Provident Fund from April 1, 2022, and the employee contribution deposited in the NPS account from November 1, 2004 or after that till March 31, 2022, and the dividend earned thereon, will be given to the government employee under the NPS rules. Will be payable.

          Employees will be eligible for old pension only after depositing the contribution of the state government and the dividend earned thereon. For this, the government servants will have to give the option of continuing under NPS or getting the benefit of the old pension scheme in a notarized affidavit. This option will be final and irrevocable.

    The contribution deposited by the government in the NPS account from November 1, 2004 to March 31, 2022 and the dividend received thereon will have to be deposited in the government’s account if the government servant opts for the old pension scheme.
The state government servants appointed on and after April 1, 2022 will compulsorily be members of the old pension scheme.  

  • It was decided to start a special scheme for the repair of school buildings. In this scheme, a total of Rs 780 crore will be spent on the repair of schools.
  • In order to attract investors in Nava Raipur Atal Nagar, infrastructure development fee was re-fixed for determination of lease premium of plots on the basis of area category within the sector. Under which it was decided to reduce the present infrastructure development fee from Rs.500 per square meter to Rs.100 per square meter for plot area of ​​more than 50 acres.
  • Taking an important decision to improve the environment through commercial tree plantation and increase the income of farmers, it was decided to start Mukhyamantri Vriksha Sampada Yojana in the state.
  •  Under this scheme, a target has been set to plant 15 crore saplings of clonal Eucalyptus, tissue culture teak and bamboo, Millia Dubia and other economically beneficial species in one lakh 80 thousand acres in five years at the rate of 36 thousand acres per year. Government, semi-government, autonomous institutions of the government, private educational institutions, private trusts, non-government institutions, panchayats and lease land holders who want to plant in their land will be able to take advantage of this scheme.
  • Discussion was held regarding the implementation of the Millets Mission program in the state, and agriculture, forest, cooperative, panchayat and rural development, school education, scheduled caste and tribe development, food, women and agriculture to promote millet production and its use in the state. The initiative will be taken jointly by Child Development, Village Industries, Culture, Commerce and Industry, Tourism, Public Relations, Home and Jail, Commercial Tax and Health and Family Welfare departments.
  • The draft of the Chhattisgarh Regularization of Unauthorized Development (Amendment) Bill-2022 was approved.
  • The draft of the Chhattisgarh Gambling (Prohibition) Bill-2022 was approved.
  • Proceedings of the 23rd meeting of the Central Zonal Council held in Bhopal on August 22, 2022 and the new agenda point for the next meeting of the Standing Committee of the Central Zonal Council were discussed and the agenda point for the upcoming meeting was finalized by the Chief Minister. was authorized.
  • It was decided to constitute district level agglomeration and district level committee in 5 new districts for monitoring the implementation of the central and state sponsored schemes related to inter-departmental and inter-body at the cluster level.
  • The amendment draft in the Chhattisgarh Motor Vehicle Taxation Act, 1991 was approved for levy of lifetime tax on ambulance category vehicles.
  • The draft for amendment in Chhattisgarh Motor Vehicle Taxation Act 1991 and Rules 1991 was approved to increase the temporary registration tax on vehicles.
  • It was decided to distribute fortified rice to the ration card holders (except APL) of the state scheme in all the districts of the state. An amount of Rs 26.42 crore will be spent for this.
  • Similar to distribution of free food grains in ration cards issued under the National Food Security Act 2013 from January 2023 to December 2023, it was decided to distribute free food grains in Antyodaya and priority ration cards issued under the Chhattisgarh Food and Nutrition Security Act 2012.
  • The draft for amendment in the Chhattisgarh Industrial Land and Management Rules, 2015 was approved.
  • The report of judicial inquiry into the incident of death of Honorable MLA Shri Bhima Mandavi of Assembly Constituency No. 88 Dantewada was presented.
  • Decision was taken regarding valuation of assets under Chhattisgarh Chandulal Chandrakar Memorial Medical College Durg (Acquisition) Act 2021.
