In the Chhattisgarh Legislative Assembly today, the second supplementary budget of Rs 4 thousand 337 crore 75 lakh 93 thousand 832 for the financial year 2022-23 was passed by voice vote. The main budget for the year 2022-23 is one lakh 4 thousand crore rupees. Including the first and second supplementary, now the size of the state budget has increased to Rs one lakh 11 thousand 242 crore. In the second supplement, out of the total expenditure of Rs 4 thousand 338 crore, revenue expenditure has been kept at Rs 3 thousand 749 crore and capital expenditure at Rs 589 crore.
Speaking on the occasion, Chief Minister Mr. Bhupesh Baghel said that the state’s financial position has been strengthened due to better financial management and strict financial discipline. Till the month of October this year, there is a revenue surplus of Rs 898 crore. The revenue receipts of the state are more than 18 percent as compared to the Centre. The income and purchasing power of the farmers, laborers and women of the state have increased due to the financial assistance and public welfare schemes being provided by the state government. He said that in the first eight months of the current financial year (from April to November) we have not taken any loan from the market, whereas till November, capital expenditure of more than 6 thousand crores has been done from the resources of the state.
The Chief Minister said that in the budget of the year 2022-23, the revenue receipts of the state are estimated at 44 thousand 500 crores, against which 25 thousand 228 crores have been received till the month of October. Therefore, as a result of efforts to increase revenue, there is a possibility of further increase in these. He said that Rs 44 thousand 573 crore revenue receipts are estimated from the center, against which only Rs 21 thousand 332 crore has been received till the month of October. It is clear from this that the revenue receipts of the state are more than 18 percent in comparison to the center.
The Chief Minister said that due to better financial management and strict financial discipline, we were successful in maintaining a revenue surplus of 4 thousand 642 crores in the last year 2021-22. Till the month of October this year, there is a revenue surplus of Rs 898 crore. It is clear from this that the economic condition of the state is strong.
Presenting the budget, the Chief Minister said that a provision of Rs 950 crore has been made for the Rajiv Gandhi Kisan Nyay Yojana, Rs 129 crore for the Rajiv Gandhi Gramin Bhoomihin Krishi Mazdoor Nyay Yojana in the second supplementary year 2022-23. Necessary provision has been made for the construction of 47 urban and rural roads and bridges with Rs 200 crore for the repair and renovation of state highways, main district roads, rural roads built under the Public Works Department.
Similarly, Rs 105 crore for the installation of solar agricultural pumps under Saur Sujala Yojana under Energy Department, Rs 112 crore for free electricity supply to agricultural pumps up to 05 HP, relief in electricity bills to domestic consumers under Electricity Bill Half Scheme up to 400 units. In this supplement, an additional provision of Rs 31 crore has been made, and an additional provision of Rs 57 crore has been made to provide relief in electricity duty to the consumers of the steel industry.
Provision of Rs 250 crore under Dr. Khubchand Baghel Health Assistance Scheme
The Chief Minister said that in the second supplementary budget, a provision of Rs 250 crore has been made under Dr. Khubchand Baghel Health Assistance Scheme, Rs 200 crore under National Health Mission, Rs 25 crore for Mitanin Welfare Fund. Similarly, many important provisions have also been made for expansion and strengthening of health facilities in urban and rural areas. 66 posts will be created while upgrading Raipur Mana’s 30-bed hospital to 100-bed hospital.
In the second supplement, a provision of Rs 50 crore has been made for gram supply under Antyodaya Anna Yojana, Rs 34 crore for rice fortification scheme, Rs 70 crore for construction of godowns in 700 primary agricultural credit co-operative societies with the help of NABARD.

Similarly, necessary provision has been made for the creation of 3 thousand 736 new posts for the District Strike Force formed for the eradication of Naxalism in Bastar region.
The Chief Minister said that in addition to the construction of joint district office buildings in 5 new districts-Sakti, Manendragarh-Chirmiri-Bharatpur, Sarangarh-Bilaigarh, Mohla-Manpur-Ambagarh Chowki and Khairagarh-Chhuikhadan-Gandai districts, new Deputy Director Agriculture offices in new districts. Provision has been made for 165 new posts in the supplement for the establishment of Horticulture and 145 new posts for the establishment of the new Deputy Director Horticulture Office. He said that 5 new horticulture colleges would be established at Kotwa, Sitapur, Chirmiri, Ramanujganj and Chapka and new agriculture colleges at three places including Pratappur and Shankargarh.
The Chief Minister informed that Rs 300 crore has been earmarked for CAMPA, Rs 16 crore for Tendupatta Collector Social Security Scheme, Rs 100 for Nava Raipur Atal Nagar Smart City Corporation Limited.
