Chhattisgarh Chief Minister Bhupesh Baghel attended the seventh meeting of the Governing Council of NITI Aayog held in New Delhi under the chairmanship of the Prime Minister. During this, in addition to the agenda points related to the meeting, the Chief Minister spoke on various schemes and topics related to the state interest. 

At the same time, in the meeting, the Prime Minister also mentioned about the Godhan Nyay scheme of Chhattisgarh.

 Chhattisgarh Chief Minister Bhupesh Baghel said that in the meeting, the Prime Minister, especially while referring to the Godhan Nyay Yojana, said that the vermi compost being prepared from cow dung is helpful in increasing the productivity of the fields. He said that this is a good scheme in the interest of the farmers.

Chhattisgarh Chief Minister Bhupesh Baghel said that NITI Aayog has appreciated the better performance of the aspirational districts of the state in the last three and a half years. But there are still resource problems in the state, which should be resolved. 

He said that Chhattisgarh is self-sufficient in the field of food grains production. To promote crop diversification, along with implementing Rajiv Gandhi Kisan Nyay Yojana, Chief Minister’s Tree Plantation Promotion Scheme, Chhattisgarh Millet Mission has been constituted.  

Shri Baghel suggested that for crop diversification and to increase the production and productivity of pulses, oilseeds, free seed mini kits and breeder seed of newly developed crop varieties should be made available on a large scale through agricultural research institutes. 

Regarding the implementation of the National Education Policy, the Chief Minister said that many important steps have been taken in this direction in the state. Good quality infrastructure, equipment, educational and co-curricular activities are being operated including the establishment of Swami Atmanand Excellent English Medium School. 

At the same time, while discussing the urban administration, Mr. Baghel said that Chhattisgarh has won the state clean survey for three consecutive years. Better work has been done in solid waste management in the urban areas of the state. He suggested that MGNREGA should be implemented in rural areas located near cities and cities with population less than 20 thousand. 

Apart from this, he also raised the issue of GST compensation in the meeting. He said that there has been a loss of revenue to the states due to the GST tax system, the Center has not made arrangements to compensate the loss of revenue of about 5000 crores to the state in the coming year, so the GST compensation grant will be extended to the next 05 years even after June 2022. be continued for years. 

Along with this, he said that Chhattisgarh has received less share of central taxes by Rs 13,089 crore in the Union Budget of the last three years. Due to which a situation of extreme pressure has been created on the resources of the state. The share of central taxes should be fully paid to the state. 

Shri Baghel demanded from the coal block companies to give Rs 4,140 crore deposited with the center at the rate of Rs 295 per tonne to Chhattisgarh at the earliest. He said that about 65 percent of the mineral revenue of the state is the source of iron ore mines operating in the state. Revision of royalty rates is necessary in the financial interest of the state. Shri Baghel requested for revision in the rates of royalty for coal and other major minerals. 

Mr. Baghel said that the expenditure on internal security should be done by the central government there. The security expenditure on the deployment of central forces in the state for the eradication of Naxalites should be borne by the Central Government and the state should be freed from this arrears. 

The Chief Minister has also urged for relaxation under Forest Conservation Act in setting up of 5 MW solar power plants in 10 aspirational districts of Chhattisgarh. Along with this, he requested for early action on other pending demands including refund of deposits in New Pension Scheme, ensuring availability of jute gunny bags.
