Raipur, 17 May 2022. In the caste certificates issued to persons belonging to Scheduled Castes and Scheduled Tribes in the state, the notified caste in ‘English’ will be recognized. In this regard, in a meeting of the Council of Ministers held under the chairmanship of Chief Minister Bhupesh Baghel on May 1, it was decided to remove the difficulties being faced by Scheduled Castes and Scheduled Tribes in obtaining caste certificates due to quantitative error. To recognize the notified caste in English and in the caste certificates, the notified caste should be mentioned in English only. In compliance with the decision of the Council of Ministers, the government has issued a letter to this effect to all the district collectors.
In the letter issued by the General Administration Department to the collectors, it has been said that at present, under the rules made under the Chhattisgarh Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Certification of Social Status) Act 2013, social status certificate (caste) in the prescribed format. certificates) are issued. Regarding the difficulties being faced by different communities of Scheduled Castes, Scheduled Tribes in connection with the issuance of caste certificates, it was brought to the notice of the government that due to the difference of pronunciation in Hindi among different castes, communities, caste certificates of certain castes may not be issued. are getting.
In the letter issued to the District Collectors, it has been said that it is mentioned in Para 11.3 of the circular dated September 24, 2013 of the General Administration Department that, in special circumstances, an applicant may need a social status certificate issued in English. Therefore, the competent authorities are directed that if the applicant is asked to issue a social status certificate in the format prescribed by the Government of India or in English, then after adopting appropriate investigation and procedure, he will be given a permanent social status certificate in this format. be issued.
In continuation of the instructions given in this circular, it is clarified that the list of Scheduled Castes, Scheduled Tribes notified in Hindi and English has been published by the Government of India for the state of Chhattisgarh. There is no confusion or controversy in the English pronunciation in this published list. Therefore, it has been decided by the State Government to mention the notified caste in ‘English’ in the caste certificates issued to the Scheduled Castes and Scheduled Tribes persons in the state of Chhattisgarh.
