Raipur, 22 March 2022. After discussion in the Chhattisgarh Vidhan Sabha today, Chhattisgarh Appropriation Bill 2022 for an amount of Rs 01 lakh 12 thousand 603 crore 40 lakh was passed by voice vote. Replying to the discussion held in the house, Chief Minister Shri Bhupesh Baghel said that the economy of Chhattisgarh is very good as compared to the already established big states of the country. The capital expenditure of the state is continuously increasing and the fiscal deficit is also being reduced continuously by better financial management and discipline. This year there is a situation of revenue surplus in Chhattisgarh. The Chief Minister said that although the revenue of the state decreased due to the second wave of Kovid-19, But due to better financial management, we are also taking less loans. The state government has taken the lowest loan this year after the financial year 2012-13. Only one thousand crore net loan has been taken in the current year. The central government says that the state government should take loan in lieu of GST. A loan of Rs 3109 crore was taken in the year 2019-20. In the year 2021-22, a loan of 8 thousand 71 crores was taken, which includes GST loan of Rs 4965 crore and special central assistance loan of Rs 282 crore. He said that in the first quarter of the year 2021-22, a loan of 4000 crores was taken. The capital expenditure in the second quarter was Rs 4624 crore, which was more than the loan taken. The capital expenditure as on January 2022 was Rs.7629 crore and the revenue surplus was Rs.1103 crore. Similarly, the fiscal deficit was Rs 6591 crore, which was only 1.65 per cent of GSDP. During the discussion, the Chief Minister announced the formation of tehsils in the House at Pipariya and Kunda in Kabirdham district, Bachrapaudi in Koriya district, Chalgali in Balrampur, Hasaud in Janjgir-Champa district and Sargaon in Mungeli district. . In view of the practical difficulties being faced in renewal of recognition to journalists, he announced to amend the recognition rule and to renew the recognition of journalists in two years from the next calendar year.
While discussing the investment, the Chief Minister said that the size of the investment year 2022-23 is Rs. 01 lakh 12 thousand 603 crores. The net expenditure of the budget 2022-23 is 1 lakh 4000 crores. In this, revenue expenditure is Rs 88 thousand 371 crore and capital expenditure is Rs 15 thousand 241 crore. The state will get a total revenue of Rs. 01 lakh 4 thousand crore, out of which revenue receipts will be Rs. 89 thousand 73 crore and capital receipts will be Rs. 14 thousand 927 crore. Referring to the financial indicators of the budget, the Chief Minister said that this year the revenue surplus is estimated at Rs 702 crore, the fiscal deficit is estimated at Rs 14,600 crore. The estimated GSDP for the year 2022-23 will be Rs 4 lakh 38 thousand 478 crore and the fiscal deficit as a percentage of GSDP will be 3.33 percent. 33 percent for scheduled tribes, 12 percent for scheduled castes in the budget, A provision of 37 percent has been made for the social sector and 40 percent for the economic sector. The size of the agriculture budget in the budget is 20 thousand 405 crores.
Giving information about the economic condition of the state, the Chief Minister said that according to the provisional estimates for the year 2021-22, 11.54 percent increase in GSDP of the state is possible at constant price, which is higher than the decrease of 9.2 percent at the national level. In the year 2021-22, the growth of 3.88 percent in agriculture sector, 15.44 percent in industrial sector and 8.54 percent in service sector is expected at constant price. The estimated growth rate in these areas at the national level is 3.9 and 11.8 percent and 8.2 percent, respectively, in Chhattisgarh.
The Chief Minister said that this year there is a situation of revenue surplus in the state. Chhattisgarh has taken 80 percent loan of the budget. Jharkhand has 89 percent loan. Similarly, there is 104 percent loan in Uttarakhand, 92 percent in Uttar Pradesh, 146 percent in Gujarat, 125 percent in Madhya Pradesh and 180 percent in Haryana. The condition of Chhattisgarh is better than many of the already established states of the country.
The Chief Minister said that under the Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana, the state government would give more amount to the landless agricultural laborers than the Center’s Kisan Samman Nidhi scheme. An assistance of Rs 7000 per year will be given to the landless agricultural laborers. The benefit of this scheme is the manjhi, Baiga, who has an important place in our tribal culture. Gunia and priest will also get it. Along with this, Haat Paharya and Baja Mohariya will also be given benefits similar to this scheme. Referring to the provisions of the budget for the financial year 2022-23, the Chief Minister said that local youth have been exempted from fees in the examinations of PSC and Vyapam. Taking care of the interests of the employees, the state government has decided to restore the old pension scheme in place of NPS. The honorarium of government advocates will be increased from the coming year. He said that the area development fund of the members of the Legislative Assembly is being increased from Rs.2 crore to Rs.4 crore. Honorarium of district presidents increased from Rs 6000 to Rs 10000, The honorarium of district vice-president will be increased from Rs 4000 to Rs 6000 and the honorarium of members will be increased from Rs 1500 to Rs 5000 per month. A new cadre of District Strike Force will be formed to give salary, allowances and promotion benefits to the assistant constables working in Bastar division. 226 new posts, three new police outposts Bhainsa (Raipur) for upgradation of five police outposts Maro (Bemetara), Jevra-Sirsa (District-Durg), Naila (Janjgir-Champa), Kharsia (Raigad) and Vadrafnagar (Balrampur) 99 posts will be created for the establishment of Ghatarani Jatmai (Gariaband), Rahud (Janjgir), 114 new posts will be created for the security of Bilaspur, Jagdalpur airport. The Chief Minister said that provision has been made for 1100 new posts for newly formed Manpur-Mohla-Chowki, Sakti, Sarangarh-Bilaigarh and Manendragarh districts and 37 posts for 11 new sub-divisional offices. A provision of Rs 50 crore has been made in the budget for the construction of 106 buildings for the hostel ashrams run for the scheduled caste and scheduled tribe students. Similarly, provision has been made for the establishment of Government Girls Colleges in Jagdalpur (Bastar), Basin (Balod), Makdi (Kondagaon) and Mungeli. He said that in view of the demand of the public, a provision has been made to start 32 new Swami Atmanand Shuddh Hindi Medium Schools, at least one Hindi medium school will be started in each district. New building, modern lab, for better system of health system and medical education. Equipment and human resources are being arranged. Police and women multipurpose health workers, lab technicians and class III and IV employees have been appointed along with 01 thousand 329 doctors in the last two years. Provision has been made for creation of 45 posts for 30 bed CSC in Jagargunda (Sukma) and 10 bed NRC in Ahiwara (Durg), 50 bed civil hospital building in Khairagarh.
The Chief Minister said that 8.7 percent reduction in malnutrition has been registered during the last three years under the Women and Child Development Department, including Mukhyamantri Poshan Abhiyan and other schemes. According to the National Family Health Survey, the percentage of malnutrition in the state is 31.3, which is lower than the national average of 32.1. He said that a provision of Rs.01 thousand crore has been made in Jal Jeevan Mission to provide clean drinking water to 48.60 lakh families of the state. Similarly, provision has been made for water supply scheme in urban bodies also. In the action plan for the year 2022-23, a provision of Rs 300 crore has been made to treat 1950 drains under the Narva scheme. Chhattisgarh Minor Forest Produce Association is buying 65 forest produce at support price. The positive effect of this scheme is that this year the trader in Bastar is buying Mahua at the rate of Rs 45 per kg. Kodo in the state, Kutki is being purchased at the rate of Rs 3000 and Ragi at Rs 3377 per quintal. Farmers producing these crops will also get the benefit of Rajiv Gandhi Kisan Nyay Yojana 10 thousand per acre input subsidy.
Chief Minister Shri Baghel said that in order to increase the participation of youth power in the development of the state, 11 thousand 664 in rural areas and 1605 Rajiv Yuva Mitan Club would be formed in urban areas. Efforts will be made by this club to preserve and promote its culture as well as to take the benefits of government schemes to the general public. He said that a provision of Rs 6638 crore has been made in the budget of the Public Works Department. At present, roads and bridges are being constructed at a cost of more than 16 thousand crore rupees from other resources besides the state budget. 228 crores for the construction of state roads, 458 crores for main district roads, 810 crores for rural roads, Rs 315 crores for major and medium construction, A provision of Rs 150 crore has been made for Mukhyamantri Sugam Sadak Yojana. He said that Chief Minister Silk Mission would be started in Bastar division. Under which Cocoon Bank will be established in Nangoor of Jagdalpur development block. Collected rally cocoons will be given to 200 self-help groups for threading. Along with training, machine tools will also be provided to these groups.
Giving information about the financial management of the state, the Chief Minister said that due to reduction in the share of the state in central taxes by Rs 13 thousand 89 crore from the central government in the last three years and the expected increase in revenue due to the Kovid disaster, the state government Had to take loan. Only 33 thousand 886 crore net loan has been taken by the state government. He said that the capital expenditure of the state is increasing continuously. There was a provision of 13,839 crores for capital expenditure in the main budget for the year 2021-22, which has been increased to 14,191 crores in the revised estimate and 15,241 crores in the year 2022-23 budget. Similarly, the fiscal deficit is also continuously being reduced. The fiscal deficit for the year 2022-23 will be only 2.55 per cent of the state’s GSDP. This is much less than the limit of 3 per cent prescribed under the FRBM Act.
