Raipur, 8 March 2022. The third supplementary budget of Rs 492 crore 43 lakh for the financial year 2021-22 of the state government was passed in the Chhattisgarh Vidhan Sabha today. Giving detailed information about the schemes and works started by the state government, Chief Minister Bhupesh Baghel, while replying to the discussion in the house, said that Rs. 24 thousand crore has been spent by the state government to provide better connectivity to the villages of the state. An action plan for road and bridge-culvert construction is being prepared and implemented.
The Chief Minister said that when our government was formed, 40 percent of the people in Chhattisgarh were below poverty line, the state government is making every effort to raise the standard of living of these people. The Chief Minister said that in this supplementary budget, along with other provisions, a provision has been made for 14 percent contribution for the new contributory pension scheme. He said that Chhattisgarh has decided to light the Amar Jawan Jyoti which was ignited during the time of former Prime Minister Smt. Indira Gandhi, which has been extinguished. Its foundation stone has been laid by the Lok Sabha MP Shri Rahul Gandhi. Provision has also been made in this supplementary budget for the establishment of Amar Jawan Jyoti.
While congratulating all the mothers, sisters and daughters on the occasion of International Women’s Day today, Chief Minister Shri Baghel said that the state government is working continuously for the education, health and self-reliance of women. From the birth of daughters, new schemes have been started for cooperation in the marriage program. The ‘Kaushalya Matritva Sahayata Yojana’ has been started by the state government to provide financial assistance of Rs 5000 on the birth of second daughter, ‘Mukhyamantri Noni Sashaktikaran Sahayata Yojana’ to help in the marriage of daughters of labor family. Under this scheme, an assistance amount of Rs 20-20 thousand will be given in the bank accounts of the first two daughters of the beneficiaries registered in Chhattisgarh Building and Other Construction Workers Welfare Board.
The Chief Minister said that in order to enable women to move forward on the path of self-reliance, loans worth Rs.12 crore 77 lakhs of women self-help groups have been waived and the loan limit to women self-help groups has been doubled. . Girls Colleges are being established in 25 district headquarters of the state to provide benefits of higher education to the girls. Among these, the operation of girls’ colleges to be established in remote tribal dominated districts like Sukma, Kondagaon, Bijapur and Narayanpur has started from this year itself. He said that 70 thousand to one lakh women have got work in Gauthans and various income-oriented schemes. The state government is continuously taking this work forward.
Chief Minister Shri Baghel said that the State Government is continuously working for the development of farmers, laborers and forest dependents. Farmers’ old agricultural loans were waived off by burning, farmers are being given input subsidy apart from support price. By combining these, farmers are getting Rs 2500 per quintal price of paddy. 725 new cooperative societies were formed so that farmers could easily take fertilizers and seeds. This year about 98 lakh metric tonnes of paddy was purchased at support price. Due to the formation of new cooperative societies, farmers did not face any problem in payment. Approval has been given to give connections of 35 thousand 161 agricultural pumps of farmers pending for the last several years. So far 90 percent of these pumps have been given connection, efforts are being made to give electricity connection to the remaining pumps by March 31.
Referring to the Godhan Nyay Yojana, the Chief Minister said that even the Prime Minister has started discussing it. The income of the cow farmers has increased from the sale of cow dung. He said that the state government has started a scheme to provide landless agricultural laborers Rs.6 thousand per year. Its first installment has been paid, which has benefited more than 3 lakh landless agricultural labourers. Mr. Baghel said that during the Corona crisis, 74 percent of the minor forest produce of the entire country has been procured in Chhattisgarh. The Union Forest Minister honored Chhattisgarh with 11 awards for this. The work of value addition is also being done by the state government in minor forest produce, in which the maximum contribution is made by the rural women of forest dwellers. Kodo through Chhattisgarh Millet Mission, Kutki and Ragi are being purchased at support price. Along with this, to increase the income of the forest dwellers, the collection rate of tendu leaves has been increased from Rs 2500 to Rs 4000. Along with this, 61 minor forest produce is being procured from 7 to 7. Forest rights letters are being distributed to the forest dwellers after reviewing the canceled claims. 4 lakh 46 thousand individual forest rights papers have been distributed in the state. The Naxal-affected area is shrinking due to people getting work in the forest areas.
The Chief Minister said that the system of e-category registration has been implemented to provide jobs to unemployed civil engineers. In which work worth Rs 225 crore has been allotted to about 8 thousand local youth at the development block level. Referring to the Mahatma Gandhi Employment Guarantee Scheme, he said that this year 18 crore 41 lakh man-days of employment were created in this scheme. During this period, 7 lakh 88 thousand families were provided employment of 100 man-days. The Chief Minister said that Chhattisgarh is the first state where a beginning has been made to provide money to those investing in chit fund companies for their hard earned money. About 17 crore properties of 16 chit fund companies have been auctioned and in 15 cases the auction process is under process.
Referring to the work done by the state government to improve health facilities, the Chief Minister said that the work of setting up three new medical colleges in the state is in progress. Approval has been given for two district hospitals, 50 sub-health centers and 30 primary health centers. Health facilities are reaching the people through Mukhyamantri Haat Bazar Clinic Yojna and Urban Slum Health Scheme.
