Raipur, 30 January 2022. Youth in any country or state play a crucial role in shaping the future of that country or state. Keeping this in view, Chief Minister Mr. Bhupesh Baghel has undertaken initiative to make youth partners in building ‘Nava Chhattisgarh’ (New Chhattisgarh).
To encourage youth participation in development of the state and give them a new direction, “Rajiv Yuva Mitan Club” scheme is being launched by the state government in the name of former Prime Minister Bharat Ratna Late Mr. Rajiv Gandhi. As many as 13 thousand 269 Rajiv Yuva Mitan Clubs across the state.
Chief Minister Mr. Bhupesh Baghel called upon channelizing the power of youth in development of state on the birth anniversary of Swami Vivekananda on January 12, 2020. To realize this vision, it is necessary to bring youth in one platform which will be provided through “Rajiv Yuva Mitan Clubs”. The youth will promote the rich culture and tradition of Chhattisgarh, sports and will also work towards environmental conservation. In addition to connecting the youth with creative work, Rajiv Yuva Mitan Club also aims to take the welfare schemes to the common people through these youths.
Scheme Objective:
The core objective of the scheme is to make youth a catalyst for development of the state besides providing them with a platform to enhance their creativity. They will also be connected with various public welfare schemes and will be encouraged to work for the sports and socio-cultural development. Through these clubs, youth participation will be ensured in the development plans of the state. Besides, the clubs will serve as a great medium to develop leadership skills among youth. Several skill development activities will also be conducted through this club.
Number of Clubs to be formed under scheme
As per the parameters fixed for the scheme, one youth club each will be formed in 11 thousand 664 gram Panchayats of the state and 1605 clubs in the proportion of population will be formed in 169 urban bodies of the state in a phased manner, taking the total tally of clubs to 13 thousand 269. Annual expenditure of Rs 132.69 crore is expected for these clubs, in which a provision of Rs 50 crore has been made for Rajiv Yuva Mitan Club in the annual budget for the financial year 2021-22. An amount of Rs 25 thousand per club per quarter will be given as a grant.
Eligibility criteria for club membership
Residents of Chhattisgarh in 15 to 40 years age group will be eligible to become member of this club. Each club will have a member capacity of 20-40. In this, the minister in charge will ensure fair representation of all sections of the society in the club.
Scheme Implementation
A committee has been constituted from state level to gram panchayat level for the effective implementation this scheme. There will be a ministerial committee at the state level for the implementation, supervision and guidance of the scheme, headed by the Chief Minister of the state and the Minister of Sports and Youth Welfare as the vice-president. Chief Secretary will be the chairman of the executive committee at the state level, minister in charge of the executive committee at the district level, the guardian of the executive committee will be the minister-in-charge, and the president will be the district collector and deputy superintendent of police will be the vice president. At the sub-divisional level, the committee will be headed by the sub-divisional officer revenue.The responsibility of implementation of the scheme in the Gram Panchayats will be of Sub-Divisional Officer and Janpad Panchayat Chief Executive Officer. While same in urban areas will be of Municipal Corporation Commissioner and CMO of the urban body.
