India has endured the persecution and rule of the British for more than two centuries. Thousands of sons and daughters of Mother India sacrificed their everything to break the chains of slavery. Laughing, he climbed the sacrificial altar. The blood of our great forefathers starts boiling in our veins as soon as we remember those heroes and our eyes become moist at the thought of their sacrifice. Along with the Father of the Nation Mahatma Gandhi and the first Prime Minister Pandit Jawaharlal Nehru, thousands of faces start appearing one after the other. Amar Shaheed Gaind Singh, Veer Narayan Singh, Mangal Pandey, Bhagat Singh, Chandrashekhar Azad, Ramprasad Bismil, Ashfaq Ulla Khan, Rani Durgavati, Rani Lakshmi Bai, Veerangana Avanti Bai Lodhi, Lal-Bal-Pal, Dr.

tribute to martyrdom

The Chief Minister said that many sons have also sacrificed for maintaining social harmony, unity among citizens and integrity of the country in India. Ganesh Shankar Vidyarthi was martyred in Uttar Pradesh, Mahatma Gandhi, Smt. Indira Gandhi and Rajiv Gandhi were also martyred for the same values and principles. This tradition of martyrdom is so expansive that in every state, memories of such personalities have been enshrined, who need to be remembered and followed the path shown by them, not only on this day but every day. I also salute the soldiers guarding the borders of the country and the lakhs of soldiers working in the security forces within the country, whose presence on the fronts makes us feel safe.

New Chhattisgarh to fulfill the dreams of ancestors

Chief Minister Shri Bhupesh Baghel in his message said that 75th Independence Day is a stage where we stand proud of our heritage and beyond which we have to take up the responsibility of building a ‘New India’. I am happy that while respecting our heritage, the campaign that we started to build ‘Nawa Chhattisgarh’ three and a half years ago, its effect is visible not only in our state, but our efforts to build new Chhattisgarh have also affected the whole country. A new hope has arisen. I am also very happy to say that the ‘Chhattisgarh Model’ of development is indeed realizing the dreams of freedom fighters. Our understanding of development is inspired by the human values that were the foundation of the freedom movement. Come, Remember once again the immortal words of our great freedom fighters. Mahatma Gandhi, a priest of truth and non-violence, had said – Violent means will always lead to violent freedom and will pose a serious threat to India and the world. Shaheed Azam Bhagat Singh had said- They cannot kill our thoughts by crushing our people. Netaji Subhash Chandra Bose had said – The freedom that we get from our sacrifice and hard work, we can preserve it by our own strength. Dr. Sarvepalli Radhakrishnan had said – We must take humanity back to those moral roots, From where both discipline and independence are born. Lal Bahadur Shastri had said – It is not only the work of the soldiers to protect freedom, but the whole country will have to be strong. As the first Prime Minister, Pandit Jawaharlal Nehru had said in his first speech – as long as there are tears in the eyes of the people, our work will not be over. I want to say that there was so much power in the message of our ancestors and great leaders that the values of our country were shaped by them. We are building ‘Nawa Chhattisgarh’ because of those values. Our first priority is truth, non-violence, peace, compassion, sensitivity, wiping the tears of the poor and giving strength to the weaker sections.

Efforts for balanced development in the state

In his message, the Chief Minister said that brothers and sisters, after the formation of the state of Chhattisgarh, it was an opportunity to end the imbalance of development in every part of the state, but it is ironic that the right efforts were not made in this direction with the right thinking. went. We have seen that rural and forest areas can be developed rapidly with the use of local resources and participation of local people, thereby bridging the gap between villages and cities. It was also an irony that the land rights that the tribal and traditional forest dwelling communities could get from the distribution of Forest Rights Accreditation Letters were also not given properly. We started Nyay with this issue. Today I am happy to say that in just three and a half years, on the one hand, after reviewing the canceled claims, we have given individual forest rights letters on a large scale, On the other hand, more than 44 thousand community and more than 2 thousand 500 community forest resource rights have been given. Not only this, our Chhattisgarh has become the leading state to give forest rights in urban areas too. After Lohandiguda, this is a great example of getting the right of the local people to their land. Not only this, now people who grow paddy or plant trees on forest rights lands have also been linked to ‘Rajiv Gandhi Kisan Nyay Yojana’ and ‘Chief Minister Tree Plantation Promotion Scheme’.

Minor forest produce became the strength of the forest dwellers

Chief Minister Bhupesh Baghel said that forest produce is the biggest source of livelihood for tribal and forest dependent families, but earlier, tendu patta collectors were paid only Rs 2 thousand 500 per standard bag, which we increased to Rs 4,000. Earlier, only 7 minor forest produce were procured at the minimum support price. We have made arrangements to buy 52 minor forest produce at support price. We increased the rates of 17 of these products. In this way, our tribal and forest dependent families are getting an additional income of more than Rs 500 crore annually. Quoting the detailed review done by the Government of India, I want to give just one example that Chhattisgarh has purchased minor forest produce worth Rs 1 thousand 173 crore in the last two years, Which is 74 percent of the total purchases in the country. When the Government of India reviewed the implementation of Van Dhan and Minimum Support Price Scheme, it was found that Chhattisgarh is leading in the country in 10 parameters. Not only this, 15 women self-help groups have also been rewarded on the basis of their excellent performance in the work of forest produce. The change we used to talk about is now being confirmed at the national level, for which I congratulate all the brothers and sisters living in the forest areas, women associated with self-help groups and young friends that they have made a big difference in the direction of self-reliance. We have taken our steps forward firmly.

promote traditional skills

In his message, the Chief Minister said that by refining local resources and traditional skills, new steps are being taken continuously for the economic and social empowerment of the people, under which now ‘Rajkar Development Board’, ‘Iron Craftsmen Development Board’, ‘Telghani Development Board’. Organizations like ‘Leather Craftsmen Development Board’ are being formed. When we talk about eradicating inequalities, our attention comes first to the means of livelihood related to farmer and rural life. What we started through ‘Rajiv Gandhi Kisan Nyay Yojana’ has now been converted into a long-term system of delivering justice. Even on planting other prescribed crops and trees in lieu of paddy and paddy, the benefit of this scheme will be given. After this initiative, news of various crops and plantation has started coming from village to village, which is a good sign of economic strength in the forest and rural areas.

Record paddy purchased in Chhattisgarh

In his message, the Chief Minister said that the lives of the farmers of Chhattisgarh reside in paddy, so we made the purchase of paddy also an issue of justice. In the last one year, 263 new paddy procurement centers were opened and 92 lakh metric tonnes of paddy were procured from 20 lakh 53 thousand farmers on support price. In this way, 17 thousand 240 crore rupees were paid to the farmers according to the support price, which is the biggest record in the history of Chhattisgarh so far. Under ‘Rajiv Gandhi Kisan Nyay Yojana’, an incentive amount of Rs 5 thousand 628 crore has been given to farmers selling various crops including paddy on support price in the first year. In the second year of the scheme also, more than Rs 1500 crore has been given as the first installment, and I promise that this year also an amount of Rs 5 thousand 703 crore will be given in four installments. We will not only face every obstacle that comes in the way of getting justice to the farmers, but we will also win, This is my utmost belief. Earlier we had waived the pending irrigation water tax amount of Rs 244 crore of more than 17 lakh farmers as on 1st November 2018 and now once again we have decided to waive about 80 crores of irrigation water tax pending till 30th June 2020.

Suraji village scheme became the source of prosperity in rural areas

Chief Minister Bhupesh Baghel in his message said that the success being achieved in the conservation and development of ‘Narva-Garuva-Ghuruva-Bari’ through ‘Suraji Gaon Yojana’ is a milestone. In its expansion, ‘Godhan Nyay Yojana’ has encouraged the activities of Gauthan, conservation of cows. When the money that comes from the work of cow dung has crossed Rs 1.25 billion, today I want to say that we have shown cow dung as cow dung. I say with a claim that Godhan will prove to be a boon for the rural and urban needy sections. Vermi Compost, Super Compost, New products like Super Compost Plus are now becoming facilitators of prosperity in rural areas. With this success it is believed that we will also be able to get freedom from toxic chemicals in Chhattisgarh’s soil and will also achieve a new position in the production of nutritious food grains. I would like to say with a lot of humility and a full heart that not understanding the plight of the landless agricultural laborers would amount to inhumanity.

Rajiv Gandhi Rural Landless Agricultural Mazdoor Nyay Scheme

In his message, the Chief Minister said that I am satisfied that when the country celebrates the national festival in the programs organized throughout the year on the occasion of 75th Independence Day, then those laborers of our Chhattisgarh, who are called ‘Rajiv Gandhi Rural Landless Agricultural Laborers’. You will get the benefit of ‘Nyay Yojana’. Under this scheme, about 10 lakh labor brothers and sisters will be given an annual grant-in-aid of Rs.6 thousand.

Ownership scheme to give land rights to people residing on abadi land

The Chief Minister said that ‘Swamitva Yojana’ would be started in rural areas to provide the people residing on abadi land, the right of their occupied land. On getting the record of land ownership, a large number of people will be able to get housing loan and other facilities from the banks. Our government has taken many steps to fulfill the dream of every section of the people of their land, their house and shade on their head soon. The earlier prohibition on the purchase and sale of small plots and registration was a kind of injustice. To overcome this, we had taken a decision on January 1, 2019. Today I am happy to say that many dreams of the middle and weaker sections have come true with this decision. Due to this, registration of 2 lakh 28 thousand plots has been done. The 30 percent reduction in the guideline rates of land has been extended for the next one year. Rebate of 2 per cent in registration fee on purchase of residential buildings and additional exemption of 1 per cent in stamp duty on registration in favor of women has also been continued. ‘Rajiv Nagar Awas Yojana’ has been implemented through Chhattisgarh Housing Board. Economic concessions have been given to the beneficiaries of various housing schemes.

Simplification of the process of nomination

Chief Minister Shri Bhupesh Baghel said that we have taken several steps to provide relief to the people from the complexity of revenue related work. He announced simplification of the process of transfer of land.

Our top priority is to get rid of malnutrition and anemia.

The Chief Minister said that the promise of universal PDS has also been fulfilled on priority, due to which now 2 crore 52 lakh people are being given ration material at a concessional rate in the state and the coverage of PDS has increased to 99 percent. Which in itself is an example of our commitment to provide justice to every section. For smooth distribution, 737 new fair price shops have been set up in the last one year and names of 9 lakh new members have been added to the ration cards. During the lockdown due to Corona, to whom 58 lakh ration card holders were started giving free rice, this sequence will continue till November 2021. I believe that creating malnourished generations and leaving them in the whirlpool of disease and financial hardship, The greatest injustice was done to our sisters and newborn babies. With the blessings of the people of the state, our government was formed and getting rid of malnutrition and anemia became our top priority. Today I am happy to say that due to ‘Mukhyamantri Suposhan Yojana’, the total number of malnourished children in the state has come down by 32 percent.
Continuing this campaign during the lockdown was a big challenge, but dedicated Anganwadi workers and assistants, dedicated to their work, supplied ‘ready-to-eat’ materials to 26 lakh 27 thousand beneficiaries registered in 51 thousand 583 centers and reached home. Like this, the campaign continued even in the hour of crisis. I thank all those Anganwadi workers and helpers who did not let the lamp of ‘Mukhyamantri Suposhan Yojana’ go out amid the storm of corona infection.

Minimata Garden for Women

In his message, the Chief Minister said that from the very beginning, we have adopted a strategy to make the mother power empowered and privileged, under which many steps have been taken. Continuing this sequence, I announce that in all the district headquarters and municipal corporations a garden will be developed for women only, which will be known as ‘Minimata Udyan’.

Announcement of formation of four new districts and 18 new tehsils

The work of formation of 25 tehsils will be completed soon. He announced the formation of 18 new tehsils in the state. The Chief Minister said that it is our main goal to bring the facilities of administration as close as possible to the people, so I had announced the formation of ‘Gourela- Pendra-Marwahi’ district on 15 August 2019 within 8 months of becoming the Chief Minister. The new district was also started within 6 months. Taking the process of decentralization further, the Chief Minister announced the formation of four new districts ‘Mohla-Manpur’, ‘Sakti’, ‘Sarangarh-Bilaigarh’ and ‘Manendragarh’ while reorganizing the districts in the state.

Swami Atmanand English Medium School Scheme

In his message, the Chief Minister said that the field of education is the main among the areas where work has been affected the most due to the corona epidemic in the whole world. But the education system in Chhattisgarh was continued continuously through many innovations. The academic session was not allowed to be blocked by Corona. Online classes, classes were conducted in para-mohallas. Not only this, 171 government schools have been upgraded and made fully equipped under the ‘Swami Atmanand English Medium School Scheme’ to increase the quality of education from the school level. I am happy that the children of our state have shown a strong desire for education in English medium. A total of 1 lakh 36 thousand 500 children have taken admission in these schools, out of which 70 thousand children are from English medium and 66 thousand 500 children are from Hindi medium.
The Chief Minister said that in this way the children of both English and Hindi medium are getting the benefit of upgrading the infrastructure in the school. We want to take this scheme to the block level. We have also made concerted efforts to remove the shortage of teachers, removing the obstacles in the way of which the work of giving appointment letters to 14 thousand 580 teachers and teachers in government schools is being completed. At the same time, the work of giving appointment on 1 thousand 440 posts of assistant professors, bookkeepers, sports officers etc. will be completed soon. In this way, we are creating an atmosphere of purposeful and meaningful education in the state by freeing the education world from uncertainty and apprehensions.

Age limit for admission in colleges ends

In his message, the Chief Minister said that according to the prevailing system, there is an age-limit for admission to undergraduate and postgraduate courses in the colleges of the state. Today, I announce to abolish this age-limit in the interest of youth pursuing higher education.

Our resolve to improve healthcare

The Chief Minister said that for one and a half decades, ad hocism was going on in Chhattisgarh to remove the lack of health facilities, to reach it to the needy people and also to ensure quality. We set clear priorities. It is not only difficult but impossible to mobilize facilities by constructing buildings immediately, but it also does not mean that the government should leave the suffering people on their own. That’s why we made arrangements for providing well equipped mobile hospitals and camps facilities to villages, towns, settlements, para-mohallas. Lakhs of people have benefited from innovations like ‘Mukhyamantri Haat-Bazaar Clinic Yojna’, ‘Mukhyamantri Urban Slum Health Scheme’, ‘Dai-Didi Clinic’. ‘Doctor. The ‘Khubchand Baghel Health Assistance Scheme’ and ‘Chief Minister Special Health Assistance Scheme’ have proved to be the biggest financially helpful schemes of the country. Till three and a half years ago, the outbreak of malaria in Bastar was very high. When we launched Malaria Mukt Bastar Abhiyan, 71 percent cases in Bijapur district and 54 percent in Dantewada district have come down in the last one year. There was a reduction of 45 percent in the entire Bastar and up to 60 percent in the entire Surguja division. In this way, we have now made the conch shell of ‘Malaria Mukt Chhattisgarh Abhiyan’. I am sure this campaign will also be successful because of our dedicated health workers.
We have taken priority steps to overcome the shortage of doctors and other facilities, due to which the number of graduate doctors, specialist doctors and dentists has increased from 1 thousand 378 to 3 thousand 358 in a short span of two and a half years. Similarly, the number of medical staff at different levels increased from about 18 thousand to 22 thousand. The number of ICU beds in hospitals increased from 279 to 729, HDU beds were zero, which has now increased to 515, the number of oxygenated beds increased from 1 thousand 242 to 7 thousand one hundred, the number of general beds increased from 15 thousand to about 30 thousand. The number of ventilators increased from 204 to 723. The number of oxygen cylinders and concentrators has increased more than three times.

Naming of Mukhyamantri Sasti Dawai Yojana is now Dhanvantari Yojana

Chief Minister Bhupesh Baghel in his message said that ‘Mukhyamantri Affordable Medicine Scheme’ is being implemented in urban areas to provide medicines at concessional rates to the people of the state. Now it will be known as ‘Shri Dhanwantri Yojana’. Chhattisgarh was less affected by ‘Corona’ as compared to other states due to our prompt decision making process with sensitivity. We are working continuously so that the people of Chhattisgarh are not harmed much in the possible third wave. I want to appeal to you people not to take ‘Corona’ lightly. Follow Corona protocol at all levels. Do not go in crowds, wear a mask properly, keep washing hands with soap and get both doses of vaccine on time. Any carelessness is harmful. The safest way to avoid infection is ‘caution’. I salute the front line warriors fighting ‘Corona’,

Construction of road and culvert at a cost of Rs 16 thousand crore

An action plan has been prepared for the construction of roads-bridges and culverts in the state at a cost of Rs.16 thousand crore and a clear target has been set that all the works should be completed in two years. ‘Ram Van Gaman Path’ is actually the path of manifestation of the forest dwelling form of Lord Rama. Connecting this great human value with public faith, we have set a big target of constructing 2 thousand 260 km long roads and the work of its first phase is also in progress.

Recruitment of 2500 workers in power companies

The Chief Minister said that even in the power sector, due to incomplete schemes, huge investments were not being utilized in public interest and projects were stalled. That’s why we set priorities in the power sector as well. We have completed projects costing Rs 500 crore of ultra high pressure transmission system, projects costing about Rs 2 thousand 700 crore of distribution system, the benefits of which are now reaching various sectors. Now fresh projects have been created, which are in progress. These will bring more improvement and stability in the quality of power supply in the state. 39 lakh 63 thousand people have got the benefit of ‘Half Bijli Bill Yojna’ in the form of saving of 1 thousand 822 crores. Benefit of free electricity supply scheme 6 lakh farmers and 18 lakh BPL. consumers have received. I am happy to say that more than 2 thousand 500 personnel are being recruited in various posts in our power companies, In which the posts of line attendant working from junior engineer to field level are included, after the formation of Chhattisgarh state, for the first time such a large number of regular recruitment is being done in the power company, in which the native residents of Chhattisgarh will be given appointment. Out of this, advertisements have been issued for recruitment to 1 thousand 500 line attendant posts. Through ‘Jal Jeevan Mission’ we are working towards providing 55 liters of drinking water per day per person in rural areas. Our target is to complete the work of providing pure drinking water to 39 lakh rural households by the year 2023. Brothers and sisters, of course, our aim is to develop rural and forest areas, farmers and forest dependent families at par with the people of general areas, but we do not want to leave any possibility of development and in that every zone has They also want to increase the participation of local people on top priority.

Capital investment of Rs 18 thousand 492 crore in the state

Got employment. I would like to state that important MoUs have also been signed to invest more than Rs 51,000 crore in large industries, in which about 72,000 local people are proposed to get direct employment. government, semi-government, private, We have created new employment opportunities in every sector like urban-rural-forest. Several steps have been taken to keep the police force stress free and to make them more aware of public concerns such as Sankat Nidhi, Spandan, Shaheed Samman Nidhi, Merit Scholarship, Condolence Cells in Police Stations, Bal Mitra Cells, Women Help Desk, State Cyber Police station etc. In this way we are alerting and equipping the police force in a new way. Brothers and sisters, it is an irony that even while celebrating the 75th year of independence of the country, we have to face some or the other trends, those reactionary forces, which were on the rise during 1947. Understanding where the forces that undermine the foundations of peace, non-violence and communal harmony are nurtured would be tantamount to understanding the values of our freedom.
