Chief Minister Shri Bhupesh Baghel reviewed the implementation of flagship schemes by holding a meeting of senior officers at his residence office today. In compliance with the instructions given by the Chief Minister regarding the implementation of the flagship schemes of the state government including expansion of health infrastructure and facilities in all the government hospitals of the state, Chief Secretary Shri Amitabh Jain took the collector’s conference through video conferencing and the flagships operated by various departments. Necessary instructions were given regarding the implementation of the schemes. Additional Chief Secretary Mr. Subrata Sahu, Agriculture Production Commissioner Dr. M. Geeta, Principal Secretary Health Dr. Alok Shukla along with senior officers of departments, Divisional Commissioner, Collector and senior officers of district level were present in the meeting.
The Chief Secretary said that according to the intention of the Chief Minister, the way educational infrastructure has been developed in the state through Swami Atmanand English Medium School, similarly he has given instructions to make the medical infrastructure excellent. The Chief Secretary directed all the District Collectors to prepare an action plan to promote medical infrastructure in their district. He said that it is the intention of the Chief Minister that the people of the state should get quality health facilities. He said that sufficient funds are available in the form of DMF, CSR, amount of Kovid donation, MP-MLA, items available with the urban body, National Health Mission, Jeevan Deep etc.
The Chief Secretary said that keeping in view the role and utility of Gauthans, the Chief Minister has given instructions to realize the possibilities like mini rice mill and hauler mill for Kodo-Kutki here. For this, the District Collector should try and explore the possibility of marketing.
The Chief Secretary said that the district administration has done the work of Kovid-19 vaccination in Chhattisgarh state by running a comprehensive campaign. This momentum should be maintained in future as well. According to the intention of the Chief Minister, the District Collectors were asked to work with full sensitivity for the education system and scholarship of the destitute and orphaned children due to Kovid infection and provide assistance through Mahtari Dular Yojana. For this, he directed to increase the coordination between the Education Department and the Health Department and complete the work of identification of such children by June 30. He appreciated the marking work done in Raipur district. Monthly scholarship of 500 to 1000 rupees will be given to such children.
The Chief Secretary said that various schemes have been started in the state to encourage farmers to take other crops instead of paddy. The District Administration and Agriculture Department should provide all possible help to such farmers and remove their difficulties. He asked the farmers to encourage the use of useful vermicompost and super compost made through Gauthan and said that the dependence of chemical fertilizers like DAP and urea etc. can also be reduced.
The Chief Secretary reviewed in detail the prevention and treatment of water-borne seasonal diseases due to rain, the situation of rainfall and the prevention and relief measures from flood-disaster. He also inquired about the distribution of seeds and fertilizers for the crops of the current Kharif season. He inquired about the massive tree plantation programme, Roka-Chheka campaign, action plan to clear the encroached land for pasture in the villages and to grow improved varieties of fodder in it. The Chief Secretary directed to make pastures in Gauthans and to plant good quality fodder in them. He asked to take cooperation of people by organizing gram sabhas to make the Roka-Chheka campaign, which will be run across the state from July 1, a success. For this, he asked to organize a meeting of Gauthan Management Committee, to provide services of veterinarians in Gauthans. The status of paddy lifting from the paddy procurement center was reviewed and instructions were given to get the remaining paddy lifted at the earliest.
The Chief Secretary asked for speedy disposal of applications received under the Public Service Guarantee Scheme and revenue matters like conversion, division, demarcation. He asked the senior officers of the revenue department to organize a camp once a week at the tehsil level for speedy disposal of revenue cases.
Additional Chief Secretary Shri Subrata Sahu guided the collectors regarding various schemes. Dr. Alok Shukla, Principal Secretary, Health Department said that District Hospital and Community Health Center are the basis of our health infrastructure. Operation theatre, labor room and ward etc. are sufficient in these, but it is also necessary that the facilities of ICU, blood bank and X-ray examination and medicine etc. should be increased in these. Efforts like availability of oxygen concentrators in primary health centres, oxygen cylinders and at least two ventilators in community health centers and liquid oxygen and oxygen plants in medical colleges need to be encouraged. He asked to restart the running medical units of Haat Bazars which were closed due to Kovid.
Agriculture Production Commissioner Smt. M. Geeta informed that continuous coordination is being done with the Government of India to increase the supply of DAP and urea. Seeds of pulses, oilseeds and ragi etc. are available and farmers are being encouraged to harvest it. Special Secretary to Chief Minister, Agriculture Departmentc and Commissioner cum Director Public Relations Dr. Bharathidasan emphasized on making the Gauthans organized and active. He asked the Agriculture Department to work proactively to increase the utilization of vermi compost manure made under Godhan Nyay Yojana.
